New Maine Title Law – Exempted Vehicles – Effective October 25, 2023

The Maine Bureau of Motor Vehicles has instituted a new law regarding titling. As of October 25, 2023, Maine vehicles that are 26 model years and older will be exempt from the requirement for a certificate of title.

The First Special Session of the 131st Legislature amended 29-A M.R.S.A. §652, which provides exemptions to requirements for a certificate of title.

Subsection 13 of 29-A M.R.S.A. §652 now exempts:

Vehicles more than 25 years old. Vehicles more than 25 years old, except when the Secretary of State determines it is in the best interest of the State and the applicant to issue a title to a vehicle more than 25 years old.

To help our customers adapt to this change in law and procedure, the Maine Bureau of Motor Vehicles (BMV) will continue to process applications for model years 1995, 1996, and 1997 from October 25, 2023, to December 31, 2023.

As of January 1, 2024, however, title applications for model years 1998 and older will no longer be processed by the BMV. Title applications along with supporting documentation will be returned and fees rebated.

A list of dates when model-year vehicles will become exempt from title is listed below:
