Crossover marks a key point in the legislative session, as bills that pass their chamber of origin move to the opposite chamber for consideration. It remains one of the busiest and most consequential moments at the State House.

As we move through the heart of the 2026 session, one thing is clear: this is shaping up to be an impactful legislative year for New Hampshire’s motor vehicle industry. Lawmakers are considering a wide range of proposals that could significantly influence how vehicles are sold, serviced, titled, inspected and insured across the state.

At the forefront is HB 1041, which would allow manufacturers to operate their own dealerships in markets already served by franchised dealers. NHADA remains strongly opposed, as this would undermine fair competition and put locally owned businesses at a disadvantage. NHADA successfully led the charge against this bill and the House wisely ITL’d (voted to kill) this ill-thought bill.

Technology is also driving major policy discussions. Bills addressing subscription-based vehicle features and electric vehicle classification could reshape how vehicles are sold and regulated, making it critical that these frameworks are implemented thoughtfully.

Finally, several proposals would impact inspection standards, registration processes and workplace regulations, all of which carry direct implications for day-to-day dealership operations.
