EPA Proposes Revisions to Ease Heavy-Duty Emissions Requirements

On July 9, the Environmental Protection Agency (EPA) announced a proposed rule to revise model year (MY) 2027 and later heavy-duty NOx regulations to reduce compliance costs while preserving environmental benefits. The proposed rule does not delay the MY 2027 start date of the stricter NOx standard but provides relief through such measures as retaining MY 2026 warranty requirements for MY 2027 and later heavy-duty engines and delaying required useful life increases until MY 2030.

Truck manufacturers and motor carriers faced significant compliance costs under the stricter MY 2027 requirements adopted by EPA in its 2023 NOx rule. EPA now estimates the changes made in the proposed rule would yield up to $12 billion in total savings for the trucking industry and up to $6,000 in savings per new truck.

ATD President David Bell and NADA Senior Vice President of Regulatory Affairs Dan Ingber met with EPA Administrator Lee Zeldin and Office of Air and Radiation Assistant Administrator Aaron Szabo at the July 9 rulemaking announcement to convey truck dealers’ support for the reforms that will reduce the impacts of EPA’s criteria emissions standards on truck prices.

ATD will participate in the public hearing on this rulemaking later this month and will submit written comments in support of the proposed rule.
